Is there a way to "gift" an In-App-Purchase from Google Billing to a specific account?

I put this question here because if there is a way to do it programmatically, that would be fine, but is not a must. 我在这里提出这个问题是因为如果有办法以编程方式进行，那就没问题，但不是必须的。 Couldn't find anything about it in the official documentation. 在官方文档中找不到任何相关内容。
