I've recently spoken to a member of the Apple Developer Relations Team on exactly this question. 我最近已经就此问题与Apple开发人员关系小组的成员进行了交谈。 Their policy is that if an app that is supposed to be distributed through Custom B2B + VPP, but the country is not available in the program yet, this app can be submitted to the Public App Store and will not be rejected for being internal/enterprise targeted. 他们的政策是，如果应该通过自定义B2B + VPP发行的应用程序，但该计划尚无法使用该国家/地区，则可以将该应用程序提交到公共应用商店，并且不会因为内部/企业而被拒绝有针对性的。
