Is there any way to change the display tint or color using the Windows Phone API?

No you cannot. 你不能。 System settings cannot be changed by applications, they can only be changed by users. 系统设置不能由应用程序更改，只能由用户更改。
If you want to enable it for your application only, that is possible. 如果只想为您的应用程序启用它，那是可能的。 But globally, unlikely. 但在全球范围内，可能性不大。
