i am trying to upload a custom B2B app through iTunes Connect, but the "available on the vpp business store" option is greyed out.

Found it! 找到了！ After contacting Apple Developers Support, i got the answer and it worked! 联系Apple开发人员支持后，我得到了答案，它的确有效！
They answered me: 他们回答我：
Please be advised that in order to submit a Business to Business app you will need to agree to a paid apps conrtact in iTunes Connect "Agreements Tax, and Banking".

I have to accept the upgrade license agree from itunesconnect for use then. 我必须接受itunesconnect同意的升级许可证才能使用。 Then i can modify all. 然后我可以修改所有。
