I have created a report in ssrs which shows values in a time format "14:03". 我已经在ssrs中创建了一个报告，该报告以时间格式“ 14:03”显示值。

I suspect that Excel is seeing these as text fields so will not recognise them as times. 我怀疑Excel将它们视为文本字段，因此无法将它们识别为时间。 Your COUNT issue confirms this as this only counts numeric values (try COUNTA to see if you get a result). 您的COUNT问题证实了这一点，因为它仅计算数字值（尝试使用COUNTA来查看结果）。

I don't know if it will make any difference, but could you try to make the time hh:mm:ss instead of just hours and minutes before you export? 我不知道这是否会有所作为，但是您可以尝试在导出之前将时间设置为hh：mm：ss而不是几个小时和几分钟吗？
