My Android app does not receive FCM push messages immediately, if the phone is on standby and not currently charging.

These phones tend to kill all background app. 这些手机往往会杀死所有后台应用程序。 I mean no sticly service and broadcast receivers as well. 我的意思是也没有服务和广播接收器。 Try whitelisting your app from battery settings. 尝试从电池设置中将您的应用列入白名单。 It will prevent your app from getting killed by system 它将防止您的应用被系统杀死
