For an app built with Cordova, do I need both .ogg and .mp3 files in order the audio to run on iPhone and iPad?

You should be fine with mp3 only. 您只应使用mp3即可。 That's what I do here and I have no issues with neither Android and iOS. 这就是我在这里所做的，而Android和iOS都没有问题。
