I have Enthought Canopy Python 3.5 on my Windows and am trying to install the "starbase" package into it.

Open a Canopy Command Prompt (either from the Canopy Tools menu or from the Start menu)打开 Canopy 命令提示符（从 Canopy 工具菜单或开始菜单）
Now pip will be available.现在 pip 将可用。
