I have downloaded CouchDB 3.1.1.

Steps to follow to Install CouchDB安装 CouchDB 的步骤
- Go to Start and type services and then click.转到开始并键入服务，然后单击。
- Go to windows installer转到 Windows 安装程序
- Restart the windows installer.(In case if it's not started then start windows installer)重新启动 Windows 安装程序。（如果它没有启动，则启动 Windows 安装程序）
- Open CMD in administrative mode在管理模式下打开 CMD
- msiexec /unreg msiexec / unreg
- msiexec /regserver msiexec /regserver
- regsvr32 vbscript.dll then click ok for the dialog box. regsvr32 vbscript.dll 然后在对话框中单击确定。
Retry to install the CouchDB.重试安装 CouchDB。
