Per the documentation ,根据文档，

Static/reserved IP is assigned an IP address at the time it's created.静态/保留 IP 在创建时分配了一个 IP 地址。 The IP address is released when the resource is deleted.删除资源时释放IP地址。
Dynamic IP isn't assigned to the resource at the time of creation but is assigned when you associate the public IP address with a resource and is released when you stop, or delete the resource.动态 IP 未在创建时分配给资源，而是在您将公共 IP 地址与资源相关联时分配，并在您停止或删除资源时释放。

Looking at the above, the static IP can stay unused which means it may be available but may not be used in a running deployment.查看上面的内容，static IP 可以保持未使用状态，这意味着它可能可用但可能不会在正在运行的部署中使用。 However, dynamic IP is always assigned to a running deployment and is never left unused as it will be released as soon as the IP is disassociated or stopped.但是，动态 IP 始终分配给正在运行的部署，并且永远不会闲置，因为一旦 IP 解除关联或停止，它就会被释放。
