Server error! Error 500 when using .htaccess file

RewriteCond %{REQUEST_FILENAME} !-d
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-l
RewriteRule ^(.+)$ index.php?url=$1 [QSA, L]

I use this .htaccess file and when I access http://localhost/sites/MVC/help it does not return to index.php but gives:

Server error!

The server encountered an internal error and was unable to complete your request. Either the server is overloaded or there was an error in a CGI script.

Enable your rewrite module. That will solve your error.
