How to fix `require': cannot load such file — nokogiri/2.1/nokogiri (LoadError)

Question

I see many answers for this error when ruby version is =>2.2, but in my computer installed ruby version is [ruby 2.1.8p440] I get this error when starting a server ( rails server ).
