Pop-up window doesn't respond to mouse
Question
I'd really appreciate your input on the following: I have an svg world map, and a pop up window with description (#provinceinfo), and this pop up layer won't respond to mouse/scroll. Somehow the svg layer overlaps the pop up layer and when I hover mouse over the pop up to scroll the description down I actually find myself interacting with the province on svg-map. Tried to adjust the z-index, with no effect. Thanks!

Using Chrome's Inspect function, I disabled the "pointer events: none;" attributed for the div with id="provinceInfo".
After doing that, hovering over province information no longer seemed to interact with the svg-map.
