Google Play Promo Codes - one time use or multiple redemptions per promo code

Question

I do not have experience with promotions for paid apps in Google Play Console and one key thing is left unclear to me.

When I generate a promo code can only one person use that promo code and then it is used up, or can multiple people use the same promo code to get my app for free?

Google says: for each app, you can create up to 500 promo codes per quarter. In other words, does that mean I can give away a maximum of 500 free app installs per quarter or can I give away 500 xn, because with each promo code many people can redeem a free app install?
