cant run react server on Windows Subsystem for Linux (ubuntu)

so I'm trying to use run reactjs development server on ubuntu from Windows Subsystem for Linux

when I run

sudo npm start

I got error like this:

I've tried:

sudo npm cache clear --force
sudo rm -rf node_modules
sudo npm install
sudo npm start

but I still get the error

I've also tried:

echo fs.inotify.max_user_watches=524288 | sudo tee -a /etc/sysctl.conf && sudo sysctl -p

but it also doesn't fix anything

nevermind, I was trying to do npm install on root folder, I should have npm install on folder app

So I get a new problem, I'm trying to run the reactjs on Port=80

but I can't use:

sudo PORT=80 npm start

it returns an error above

the strange part is that it runs perfectly if i use only

npm start
