bootstrap 4 cdn for CSS JS JQ not working in windows 7
Question
I have tried everything but the cdn for bootstrap 4 just wont work on windows 7 the same cdn works for windows 8 easily here is the cdn I am using

this is from bootstrap official website I tried after downloading it only css file work javasript does not

Try these meta tags (you can change the version if you want to)

I have tried on windows 7 using the code you have given and it is working properly at my end please check if there is any firewall or antivirus that is blocking the js file to be loaded from cdn. Please check may be it helps
