I encounter this error a lot, As it says in the logs. make sure you have your android environment setup correctly.

error Failed to install the app. Make sure you have the Android development environment set up: https://reactnative.dev/docs/environment-setup.

But most of the times when I encounter this error, my phone is not connected correctly or USB debugging is disabled.

You may try to run the following command in the console (eg Powershell, Bash)

adb devices

It should print a list of all available devices. If this list is empty, you may check your device connection.
