Google Cloud, without organization: How to give another user Billing Account Administrator role for a billing account

I'm migrating resources in Google Cloud from one individual account to another (no organization is set up for either of the accounts).

However I can't find a way to give new account a Billing Account Administrator role for existing billing account. Is it possible?

As stated here , you do not require any specific roles or permissions to create a Cloud Billing Account if you are not a member of a Google Cloud Organization and instead use projects to manage your Google Cloud resources or Google Maps Platform APIs.

you'll be able to manage your billing account permissions through the Google Cloud console

To view your current billing accounts, open the left navigation in the console and select "Billing" (you may need to click "Manage billing accounts" first).

You will be able to manage the new billing account from the info panel once it is created or if you are working with an existing billing account. By clicking the "add members" button, you can add an additional administrator, which is probably the first thing you should do.
