I am trying to start my project but it's impossible because of this problem creating the database. I have erase the database and create again several times but I can't continue. Maybe It's a encoding problem but I don't think so.

Looks like your environment was not configured properly. Try exporting these environment variables before running python manage.py syncdb :

export LANG=es_ES.UTF-8
export LC_ALL=es_ES.UTF-8

python manage.py syncdb

If you're running that command from a Debian derivative (like *buntu), try this:

sudo dpkg-reconfigure locales
