我猜想有一个操作系统升级，并在某些时候删除或不升级与mysql相关的东西。

这在Ubuntu 16.04.4上对我有用：

gem uninstall mysql2
sudo apt-get install libmysqlclient-dev
gem install mysql2

您可能需要重新启动apache或任何服务给您错误。

请注意，如果您这样做

gem uninstall mysql2
gem install mysql2

您的系统应该告诉您要安装mysql2 gem需要安装什么，在我的情况下是上面的apt-get命令。
