很难准确地从描述中分辨出哪个URL，但是假设您让localhost直接指向您的Web应用程序，则它应该为http://localhost/outages outages

通过使用localhost / app，您正在尝试获取“ AppController”的索引（存在，但通常不直接使用）。 要获得应用程序的“主页”页面，应使用PagesController。
