Pip无法安装pyicu

这似乎是PyICU 的一个已知问题。 与该线程上的错误消息和建议相反，安装pkg-config和libicu-dev并没有解决我的问题。 仅安装python3-icu （如官方 PyICU 文档中所推荐）最终修复了它。
