你只是有一個網絡問題。 它無法連接到安全，ubuntu.com。

也不是很多關鍵包已經在發行版中，所以就這樣做

sudo apt install r-cran-rvest

這在 19.10 對我有用，在 19.04 也可能對你有用（你應該從它升級）。
