你只是有一个网络问题。 它无法连接到安全，ubuntu.com。

也不是很多关键包已经在发行版中，所以就这样做

sudo apt install r-cran-rvest

这在 19.10 对我有用，在 19.04 也可能对你有用（你应该从它升级）。
