For some reason when I start a new project in Visual Studio 2010 Express, I can't add a new item.

In the solution explorer, make sure you have the project selected. 在解决方案资源管理器中，确保已选择项目。 It sounds like you have the solution selected instead. 听起来好像您选择了解决方案。
