I reinstalled windows and thus grabbed a newer copy of Tortoise (1.8) and found that I needed to use the "Upgrade Working Copy" of my local repo in order to use the features available.

I was able to resolve this by creating the tmp folder inside of the .svn folder as it seems to have been missing. 我能够通过在.svn文件夹中创建tmp文件夹来解决这个问题，因为它似乎已经丢失了。 Afterwards it appears to have committed. 之后它似乎已经承诺了。
