I'm taking over an existing published iOS application and have made changes to the application source code.

You need admin rights on Apple Developer as well to generate a Distribution Certificate https://developer.apple.com/ 您还需要在Apple Developer上具有管理员权限才能生成分发证书https://developer.apple.com/
