I installed following softwares to enable WCF modeling projects in Visual Studio 2008 SP1.

I had the same problem repeatedly.我反复遇到同样的问题。
Sometimes the guidance package gets disabled.有时指导 package 会被禁用。
In Visual Studio 2008, go to Tools -> Guidance Package Manager -> Enable / Disable Packages .在 Visual Studio 2008 中，go 到Tools -> Guidance Package Manager -> Enable / Disable Packages 。 Tick the box at Service Factory: Modeling Edition and confirm.在Service Factory: Modeling Edition打勾并确认。
