I have a windows Azure account with 6 months plan for cloud service and database.

I can tell you this is not normal. 我可以告诉你这不正常。 My experience, creating storage account do takes longer than creating cloud service and sql database. 我创建存储帐户的经验比创建云服务和SQL数据库需要更长的时间。 But should be around seconds to minutes. 但应该是几秒到几分钟。 Your 16 hours is unusual. 你的16个小时是不寻常的。
Did you meet this problem every storage account you created? 您是否在创建的每个存储帐户中遇到此问题？ Or just this one? 或者只是这一个？ I would suggest you create another storage account rather than waiting for this one is done. 我建议你创建另一个存储帐户，而不是等待这个帐户完成。
