I have an app on the app store that is compatible for iOS 4.0 and above.

Yes, Xcode 4.2 can still be used to submit apps to the App Store. 是的，Xcode 4.2仍可用于将应用程序提交到App Store。 I believe even 3.x versions can still be used, though the process is different then. 我相信即使是3.x版本也可以使用，尽管过程有所不同。
