Action bar / toolbar not shows in below Lollipop version

I have created activity from android studio activity gallery.

following are the code of layout.xml file

When i Run the app, action bar is not shows in below Lollipop , but when run in above Lollipop it shows perfectly.

Following are the application style.

It fixed using add top margin to fragment container layout.

You should add -

Toolbar toolbar = (Toolbar) findViewById(R.id.toolbar);
setSupportActionBar(toolbar);

In you Activity's onCreate() method.

Your activity should extend AppCompatActivity not Activity or something else. Then you will ne able to use

Toolbar toolbar = (Toolbar) findViewById(R.id.toolbar);
setSupportActionBar(toolbar);

Edit:

First of all, you need to use that content_home.xml and put everything there. It is a common practise and Google made it default which means that there are some reason behind it. As a result you need to move your FrameLayout to content_home.xml

In your case, I have tried to test the same by creating new project and tested it on API 19 device. It worked with the following settings:
