grunt serve: dist -> Error: [$injector:unpr] Unknown provider: utilProvider <- util <- NavbarController

Question

I have a angularJS website that uses the yeoman angular-fullstack generator, I use grunt serve and it works perfect, but went I use grunt serve:dist it throws this error:

grunt serve: dist -> Error: [$injector:unpr] Unknown provider: utilProvider <- util <- NavbarController

I have looked at the dependency injection and use inline injection. Below is the controller code:

I do not understand what the issue could be. The inline injection is suppose to protect from minification and I use util in other files and I do not get this error.

The problem I had was my grunt.js file had a few sections that didnt know javascript directories existed. Everywhere that [app,components] existed, it should have been [app,components, Dialogs, services]. I did not create every file/directory with yeoman so it did not update the grunt.js file.
