How do I import an external css into a typescript project

I think you're misunderstanding the use of import in TypeScript. This should be used to define modules.
Its attempting to load the css and understand it, but it can't because its CSS not TypeScript.
Use require instead.
var styles = require(./XXXX.CSS)
