ClassNotFoundException : ContextLoaderListener eclipse web service cxf tomcat

Question

I've a class. I would like to create a web service with CXF 3.X and Tomcat 8/9. I included all cxf library.

When I want to generate my web service, I've the following error :

A lot of people say that I've to include spring-web.jar but it already included inside cxf library as spring-web-4.1.9.RELEASE.jar . A lot of people say that I've to add maven dependancies in deployment dependancies but I don't use Maven.

Any suggestions ?

In this situation, "a lot of people" would happen to be correct. If you are not using maven you may be using outdated libraries or have some other issue of the sort. Assuming you are not using reflection without maven you should be informed of an error within the compiler.
