C# and PHP have different AES encryption results

I have same data and encryption key, same algorithm, same mode but different result.
C# Code:

I can not understand the difference of these two codes. I think they must have same output, but not. output.

使用base64_encode($encryptedData)而不是implode

You should pack the iv :
