maven jaavadoc插件生成参数文件：选项和包，但是当通过此插件执行javadoc时，会出现以下错误：退出代码：1-javadoc：error-无法读取输入长度= 1

it was an issue in encoding, in maven-javadoc-plugin encoding was specified as utf-8 while one of the property file was having a character in ISO-8859-1 format. Fixed it by replacing the given character in appropriate format.
