How to animate image on hover? (microsofed Remix 3D) [on hold]

I have been admiring the remix 3d site images found here: https://www.remix3d.com/board/3vkCqsxjqeH

when you hover your mouse over the image catalog the photos move. I see something about ember. I was just curious if anybody had experience with this and can give me some direction. Thanks!

This seems to be done by rendering all the images in advance as images and cycling through them on hover. However, this is not storage efficient since each image takes up space. I would use three.js , which is a JavaScript library for displaying 3D stuff.
