Issue in Excel, Outlook - macros are disabled

Question

So my computer was updated to windows 10. And now i have an issue:

I have a few macros in EXCEL + OUTLOOK. I can't run them, because i get the following error:

The macros in this project are disabled. Please refer to the online help or documentation of the host apllication ....

Certificated macros are enabled:

Outlook trust settings

Digital signature:

signature vba

If i choose - enable all macros and i restart the outlook - it works.

But with these settings it doesn't work, no idea why..

Check the penultimate option

according to office support this option will allow all macro but also please note that this setting makes your computer vulnerable to potentially malicious code.
