Audible push notification when app is in kill mode

Question

I want to play notification body as audio when notification arrives from the server while app is in killed mode or in background mode.

Here is the example if in my notification payload body = "This is the audible push notification." then audio will play "This is the audible push notification" like text to speech conversion in killed mode.
