Docker build failed because of "port 443: Connection timed out"

I want to build an elastic beat (twitterbeat by buehler) with docker. I get this error even if I set the proxies. I restarted the machine as well. I tried everything that is in the other disucussions. (Encoding password, set proxy for git, etc.)

What am I doing wrong?

The password had a "-" in it and github doesn't like "-" so I had to change the password. Percent-writing wasn't accepted. Now it works.
