Django cannot execute python manage.py runserver

I got this error right after reinstalling my windows and python accordigly now i cant execute python manage.py rusnerver

重新安装 ubuntu 后，我遇到了同样的问题，通过重新创建 virtualenv 并重新安装需求来解决。
