PIP not able to install anything Linaro Debian TinkerBoard

I am trying to install few python packages using pip on a tinker board which runs Debian - latest version - for Tinker Board. However I am not able to install any package and the errors does not say much. The following is a portion of the error:

I have use pip for long and the version of pip is 9.0.1 which I guess is the latest. I have checked the internet connections, time setting, and other basic configurations - which are all in place.

The error appears within couple of seconds - the package is not even downloading. I am trying to install packages such as scipy, imutils, etc.

I looked around for some solutions, maybe it's a problem related to setuptools? I am not sure if this will help but you can try with:

pip install --upgrade setuptools
