How can I install this external library to my pycharm IDE

I am very beginner to python sorry about it, I did not find out to any way to install this github library to my pycharm IDE When I open the library link on my browser in the section of installation there is a installation code but I do not have an idea where should put this code

$ yarn global add cambridge-dictionary
