Tool to convert text to audio

Question

Are there any tools which would convert a sample "text" (say "Hello World") to audio on the fly for the end user. (Note: The text to be converted will be fetched from the database and shown to the end user and I am looking for a tool or library which would do this translation of the words on the fly)

The solution I am looking for is a browser based solution. (not sure if I can use any javascript frameworks for this)

Note: I have tried using Google translate in the past for this purpose, but it couldn't translate sentences which contained apostrophes and had other issues. A tool similar to this, will be useful.
