What is the cause of the error?
I can't reproduce your error. I use docker to run a container to simulate your issue. More specifically, I ran docker run -it --rm ubuntu:16.04 bash
and inside the container:
apt-get update
apt-get install wget
wget https://www.python.org/ftp/python/2.7.6/Python-2.7.6.tgz
ls
tar xzf Python-2.7.6.tgz
ls
cd Python-2.7.6
ls
./configure
apt-get install build-essential checkinstall
apt-get install libreadline-gplv2-dev libncursesw5-dev libssl-dev libsqlite3-dev tk-dev libgdbm-dev libc6-dev libbz2-dev
./configure
python
make
make install
python
pip

apt-get install curl
curl "https://bootstrap.pypa.io/get-pip.py" -o "get-pip.py"

So probably you installed system dependencies (eg gcc), python, or pip in a different way. I followed https://askubuntu.com/questions/443048/python-2-7-6-on-ubuntu-12-04-how-to . How did you install your stuff?
