How to Replace quotes with double quotes in String.Replace?

I am trying to replace ' with " but to no avail.

I have tried the following:

output = output.Replace(@"'", @""");

output = output.Replace("'", @""");

output = output.Replace(@"'", """);

output = output.Replace(@"'", """");
